What you need
Have the VA’s letter, a bank statement for every month of the period, and your receipts. Send the statements. Keep the receipts unless the hub asks for them. 38 CFR 13.280(b) (opens in a new tab)
The accounting covers all activity in the beneficiary’s accounts, whatever the source of the money.
Item 1A is $0 on a first accounting. After that, it is the ending balance on your last one.
The items, in order
| Item | What goes there |
|---|---|
| 1A–1H Money received | The estate at the start, then VA money, Social Security, interest and other sources |
| 1I | Total received: 1A through 1H |
| 2A–2L Money spent | Room and board, clothing, entertainment, personal use, dependents, the fiduciary fee, and other spending |
| 2M | Total spent: 2A through 2L |
| 3 | Funds at the end: 1I minus 2M |
| 4A–4E Assets at the end | Checking, savings, CDs, savings bonds, and other items such as outstanding checks |
| 5 | Total assets: 4A through 4E |
For VA money, 1B asks for the number of months and the monthly amount you managed, as well as the total. Enter any retroactive VA payment separately. If the monthly amount changed more than twice, the extra amounts can go on lines 1E to 1H, in Remarks (item 6) or on a signed attached sheet.
Item 5 must equal item 3
Item 3 is what the arithmetic says you should hold. Item 5 is what the accounts hold: the bank statements at the end of the period, less outstanding transactions.
List a check written but not yet cleared under 4E. If the two items still differ, find the error before you sign. Don’t adjust one line to match the other.
Common mistakes
A fee the VA didn’t approve
Item 2F is for a fiduciary fee only if the VA authorized it.
A discrepancy notice left waiting
If the VA writes about a discrepancy, send a corrected or supplemental accounting within 14 days. 38 CFR 13.280(c)(2) (opens in a new tab)
Filing late, or not at all
The VA treats a willful failure to file as evidence of misusing the beneficiary’s benefits. 38 CFR 13.280(e) (opens in a new tab)
Court and SSA reports
This accounting won’t match your court account or your SSA-623. Each covers a different period, and SSA-623 counts only Social Security and SSI. How the three reports relate
If the VA recognizes you through your court appointment, its guide points to VA Form 21P-4706c, the Court Appointed Fiduciary’s Account. The VA’s letter names the form to use. VA guide (opens in a new tab)
